[Training programme for Staff of Can Gio District Forest Protection Management Board and Binh Chanh – Cu Chi District Forest Protection Management Board Within the Framework of the Project “Strengthening the Capacity to Access Environmental Justice for Vulnerable Groups Living in Forest Dependent Communities in Ho Chi Minh City”] (Tiếng Việt được trình bày bên dưới)
A training program to enhance the capacity of officials to access environmental justice was jointly organized by the University of Economics and Law, VNU-HCM and the Forest Protection Management Board of Binh Chanh – Cu Chi District and the Forest Protection Management Board of Can Gio District on December 14-15, 2023. The program was attended by experts and members from the project management board; more than 15 officials from the Binh Chanh – Cu Chi Protected Forests Management Board, the Binh Chanh Forest Management and Development Station, the Cu Chi Forest Management and Technical Department, and the Cu Chi Botanical Garden; more than 20 officials from the Department of Resource Management and Development, the Department of Planning and Finance, the Center for Environmental Education and Ecotourism, the Forest Protection Mobile Team, and the Sub-zones of the Can Gio Protected Forests Management Board, as well as lecturers, researchers, experts, and collaborators from the University of Economics and Law, VNU-HCM. During the training workshops, experts exchanged and answered questions from local officials on several legal issues, such as the handling of fallen and dead trees; the demarcation of land for planted forests outside the forestry planning; and shortcomings in fire prevention and control. In the next part of the content, the experts continued to introduce to the local officials three main issues: (i) the rights related to the environment, (ii) the issue of benefit distribution and risk sharing on the environment, viewed from the perspective of legal regulations, (iii) legal mechanisms to ensure rights related to the environment, resolve environmental disputes, and environmental justice and related issues. In the afternoon of the same day, the final session on “Community Legal Education Skills” introduced methods to improve the legal education skills of local officials so that they can continue to disseminate the issue of environmental justice to the community and society even after the project is completed.The training programs were successful and received positive feedback from participants. The Project Management Board hopes that the next activities (within the framework of the project) will continue to receive much attention from the community.

Chương trình tập huấn tăng cường năng lực tiếp cận công lý môi trường cho cán bộ được phối hợp tổ chức giữa Trường Đại học Kinh tế – Luật, ĐHQG-HCM và Ban quản lý Rừng Phòng hộ Bình Chánh – Củ Chi và Ban quản lý Rừng Phòng hộ huyện Cần Giờ lần lượt trong hai ngày 14/12 – 15/12/2023. Hai buổi tập huấn có sự tham gia của các chuyên gia, thành viên từ Ban quản lý dự án; hơn 15 cán bộ từ Ban quản lý Rừng Phòng hộ Bình Chánh – Củ Chi, trạm Quản lý và Phát triển rừng Bình Chánh, phòng Kỹ thuật Quản lý rừng và Vườn thực vật Củ Chi; hơn 20 cán bộ đến từ Phòng Quản lý – Phát triển tài nguyên, Phòng kế hoạch – Tài chính, Trung tâm truyền thông giáo dục môi trường và Du lịch sinh thái, Đội Cơ động Bảo vệ rừng và các Phân khu thuộc Ban Quản lý Phòng hộ huyện Cần Giờ và các Thầy/Cô, nghiên cứu viên, chuyên viên, cộng tác viên đến từ Trường Đại học Kinh tế – Luật, ĐHQG-HCM. Trong các buổi tập huấn, chuyên gia đã có những trao đổi và giải đáp đối với các vướng mắc pháp lý của cán bộ địa phương về một số vấn đề như hướng xử lý cây ngã, cây chết; công tác xác định ranh giới đất rừng trồng ngoài quy hoạch lâm nghiệp; bất cập trong công tác phòng cháy chữa cháy. Trong phần nội dung tiếp theo, các chuyên gia tiếp tục giới thiệu đến cán bộ địa phương về 03 nội dung chính (i) các quyền liên quan đến môi trường, (ii) vấn đề phân phối lợi ích và chia sẻ rủi ro về môi trường – Nhìn từ góc độ quy định của pháp luật; (iii) cơ chế pháp lý đảm bảo quyền liên quan đến môi trường, xử lý tranh chấp môi trường, (iv) công lý môi trường và các vấn đề có liên quan. Vào buổi chiều cùng ngày, nội dung cuối về “Kỹ năng giảng dạy pháp luật cộng đồng” đã giới thiệu các phương pháp nhằm nâng cao kỹ năng giảng dạy pháp luật cho cán bộ địa phương để các đối tượng này tiếp tục lan tỏa vấn đề về công lý môi trường đến cộng đồng, xã hội kể cả sau khi dự án khép lại. Hai buổi tập huấn đã diễn ra thành công và nhận được nhiều phản hồi tích cực từ cán bộ tham dự. Ban Quản lý dự án rất mong muốn những hoạt động tiếp theo trong khuôn khổ dự án sẽ tiếp tục nhận được nhiều sự quan tâm.———————————
